Dabei hat er selbst den Boden für die Terrormiliz bereitet. Von Bassam Abdullah Im Frühling 2012 waren die Vorgänger des „Islamischen Staates" (IS) noch eine kleine unbedeutende Gruppe. Damals nannten sie sich „Al Qaida im Irak". Wenige Monate später entließ Baschar al Assad mehrere hundert Islamisten aus dem Gefängnis, darunter auch führende Ideologen von Al Qaida. Dadurch konnte der islamistische Terrorismus die Grenze nach Syrien überschreiten und sich dort festsetzen. Einige der damals Entlassenen gehören heute zur Führungsriege des IS. Mit der Eroberung des Tabqa-Damms fiel dem IS auch die zentrale Stromproduktion des Landes in die Hände. Daraufhin wurde der „Islamische Staat" im Irak und in Syrien ausgerufen. Assad unternahm nichts dagegen, obwohl er genügend militärische Mittel dafür besaß. Stattdessen richtete er seine Feuerkraft gegen die säkulare Opposition und die zivile Infrastruktur. Bis jetzt blieb das „Kalifat" des „Islamischen Staats" von solchen Angriffen verschont. Am Tabqa-Damm wurde die Stromerzeugung nie unterbrochen. Unter den Augen des IS bezogen die Ingenieure bis vor kurzem Gehalt aus Damaskus, und gegen Bezahlung lieferte IS den Strom in die Gebiete unter Kontrolle des Regimes. In einem ähnlich perfiden Deal kaufte das Regime dringend benötigte Brennstoffe, nachdem der IS im Sommer 2013 die größten Erdölfelder eingenommen hatte. Durch Erdöleinnahmen dehnte der IS seinen Einfluss bis an die türkische Grenze im Norden aus. Assad machte sich auf diese Weise zum Geburtshelfer des Dschihadismus in Syrien. Der „Islamische Staat" hat Assads Gefallen erwidert. Statt weiter vorzustoßen, um Assad zu stürzen, erklärte der IS Anhänger der säkularen Opposition zu Ungläubigen und setzte seinen Vormarsch auf die Rebellengebiete um Aleppo fort. In Nordsyrien koordiniert das Regime seine Militäroperationen mit IS - erst bombardiert Assads Luftwaffe die Rebellen, dann rückt IS auf dem Boden vor. Das Regime und IS agieren wie totalitäre Zwillinge. In ihrem Angriff gegen die syrische Zivilgesellschaft unterscheiden sie sich allenfalls durch das Ausmaß ihrer Kriegsverbrechen. Während IS seine Gefangenen routinemäßig enthauptet, wird in den Konzentrationslagern des Assad-Regimes in „industriellem Ausmaß" gefoltert, wie die 55 000 Fotos des desertierten syrischen Militärfotografen „Caesar" im Februar 2014 belegen. Assads Luftwaffe hat zudem etwa 90 Prozent der zerstörten Infrastruktur in Syrien zu verantworten. Seit dem Einsatz des Nervengifts Sarin gegen oppositionelle Zivilisten im August 2013 haben internationale Organisationen über 30 weitere Angriffe des Regimes mit Chlorbomben dokumentiert. Seit Beginn der syrischen Revolution im März 2011 begeht Baschar al Assad ungestraft die schwersten Verbrechen gegen das syrische Volk. Dieses gewaltige Unrecht hat ideale Bedingungen für den Terrorismus im islamischen Gewand geschaffen. Aus aller Welt zieht es junge Muslime nach Syrien – einige wollen den Syrern helfen, andere wollen ihnen eine totalitäre, blutige Herrschaft aufzwingen. Heute wachsen sechs Millionen syrische Kinder als Flüchtlinge auf, darunter 250.000 Waisen. Deren Elend und Hoffnungslosigkeit wird von den Rattenfängern des IS ausgenutzt. Die Syrische Nationale Koalition wurde im November 2012 von über 100 Staaten als legitimer Vertreter des syrischen Volks anerkannt. Als moderate oppositionelle Kräfte vertreten wir das gesamte Mosaik der syrischen Gesellschaft. Seit langem kämpfen wir an vorderster Front gegen ausländische Dschihadisten. Im Januar 2014 hat unsere Freie Syrische Armee den IS aus den Provinzen Latakia, Idlib und aus dem Umland von Damaskus vertrieben. Dabei sind allein im diesem Jahr 7000 FSA-Kämpfer gefallen. Trotzdem wird unser Freiheitskampf an zwei Fronten, gegen Assad und die IS, kleingeredet. Assad will das syrische Volk sowie den Westen vor eine infame Wahl stellen: Entweder bleibt sein Regime an der Macht, oder Syrien wird dem IS übergeben. So will er zugleich Brandstifter und Feuerwehr sein und den Westen in einen Hinterhalt locken. Doch die breite Mehrheit des syrischen Volkes ist fest entschlossen, den Massenmörder Assad abzuschütteln und seine Schöpfung der IS aus dem Land zu vertreiben.
