    Die EU will die Kontrolle des Internet systematisch vorantreiben. Mit der Einrichtung eines Internet-Kommissars könnte eine moderne Zensur-Behörde entstehen. So könnte die EU frühzeitig erkennen, ob sich Widerstand im Internet formiert. Unter dem Vorwand der Terror-Bekämpfung droht die Kriminalisierung der Bürger.

    Der designierte EU-Kommissionspräsident Jean-Claude Juncker will einen Internet-Kommissar ernennen. Dieser soll nach Angaben des Nachrichtenmagazins Spiegel weitreichende Kompetenzen erhalten. Vordergründig geht es um etwa um die Vergabe von Funkfrequenzen, um die Schaffung eines europaweiten Frequenzbands für große Datenmengen und europaweit geltendes Urheberrecht.

    Doch die Absicht dürfte ein andere sein: Die EU will das Internet in Europa einer stärkeren Kontrolle unterwerfen.

    Schon seit einiger Zeit wird in Brüssel an Entwürfen gearbeitet, wie man die unberechenbaren Bürger im Internet besser in den Griff bekommen könnte. So will die europäische Justiz-Kommissarin Viviane Reding bis 2020 einen eigenen EU-Überwachungsdienst etablieren. Dieser European Intelligence Service solle als Gegengewicht zur NSA in Stellung gebracht werden.

    Auch der BND hat im Internet eine Gefahr ausgemacht. Er will die sozialen Netzwerke künftig stärker überwachen, um nicht mehr von Revolutionen überrascht zu werden. Während des sogenannten Arabischen Frühlings waren die sozialen Netzwerke die wichtigsten Werkzeuge der Oppositionellen zur Koordinierung ihrer Proteste.

    Die Argumentation des künftigen Internet-Kommissars könnte also lauten: Wenn offenbar mithilfe des Internets Revolutionen und Bank-Runs ausgelöst werden kann, muss dieses strenger kontrolliert werden. Webseiten, welche etwa die Wirkung des Geldes falsch erklären, sind eine Gefährdung für das Finanzsystem. Falsche Veröffentlichungen müssen unterbunden werden. Journalisten und Blogger, die gefährliche Informationen über das Finanzsystem verbreiten, müssen ähnlich wie im aktuellen Fall in Bulgarien, gewaltig unter Druck geraten.

    Der Internet-Kommissar, wie ihn sich der mit Geheimdienst-Angelegenheiten bestens vertraute Juncker vorstellt, dürfte in dieser denkbaren Strategie eine entscheidende Rolle spielen.

    Eine EU-Staatsanwaltschaft ist bereits in Vorbereitung .

    Auch eine EU-Polizei ist im Entstehen..

    Damit diese Behörden wirkungsvoll zugreifen können, braucht es im Vorfeld eine Instanz, die filtert, kontrolliert und Meldung erstattet. Am besten funktioniert eine solche Einrichtung, wenn die Bürger wissen, dass alles, was sie schreiben und sagen, protokolliert und bewertet wird.

    Früher nannte man das Zensor.

    Seine Rolle könnte im Zeitalter ein Kommissar spielen.

    Den gibt es bei der Kripo.

    Und bei der EU.

    Wir erinnern an ein Zitat von Jean-Claude Juncker :

    "Wir beschließen etwas, stellen das dann in den Raum und warten einige Zeit ab, was passiert. Wenn es dann kein großes Geschrei gibt und keine Aufstände, weil die meisten gar nicht begreifen, was da beschlossen wurde, dann machen wir weiter – Schritt für Schritt, bis es kein Zurück mehr gibt."
