    New York (dpa) - Mit überraschender Einigkeit hat der UN-Sicherheitsrat in einer Resolution freien Zugang für humanitäre Helfer in Syrien gefordert.

    Das Papier fand gestern in New York die Zustimmung aller 15 Ratsmitglieder - auch der Russen und Chinesen. Moskau und Peking hatten schon drei Syrien-Resolutionen mit ihrem Veto trotz großer Mehrheit im Rat blockiert. Auch diesmal hatte Russland Widerstand angekündigt, Beobachter hätten höchstens eine Enthaltung erwartet. Stattdessen stimmte auch Moskaus Vertreter sogar zu.

    Der von Jordanien, Luxemburg und Australien erarbeitete Entwurf wurde von vielen Staaten unterstützt. Alle Bürgerkriegsparteien werden aufgefordert, Zivilisten zu schonen und Hilfsorganisationen durchzulassen. Flächenbombardements und sogenannte Fassbomben werden geächtet, weil die vor allem Zivilisten treffen würden.

    «Diese Resolution sollte gar nicht nötig sein. Hilfe darf nicht Teil politischer Verhandlungen sein», sagte UN-Generalsekretär Ban Ki Moon unmittelbar nach der Abstimmung. «Die Hälfte der Menschen in Syrien braucht dringend Hilfe, mehr als 2,5 Millionen sind auf der Flucht. Zivilisten sind die täglichen Opfer der Brutalität, der Bombardierungen, der Artillerieangriffe und der Autobomben. Frauen und Mädchen sind Ziele sexueller Gewalt» Selbst Schulen und Krankenhäuser würden angegriffen. «All diese furchtbaren Akte sind nicht akzeptabel und müssen sofort aufhören.»

    Für den Fall der Missachtung droht das Papier mit «weiteren Schritten». Ursprünglich hatte der Entwurf eine klare Drohung mit Sanktionen enthalten, Russland hatte aber jegliche Konsequenzen bei Nichteinhaltung strikt abgelehnt und gleich zwei Gegenentwürfe vorgelegt. Die Formulierung ist nun schwächer - aber immerhin werden Konsequenzen angedroht.
