Salafisten-Partei stützt Militär in Ägypten
Als einzige islamistische Gruppierung Ägyptens steht Hizb al-Nur auf der Seite der neuen Machthaber. So hat sie ihr politisches Überleben gesichert. Doch die Basis wendet sich ab.
Nader Bakkar trägt einen halbmondförmigen Vollbart, streut gerne religiöse Begriffe in seine Reden ein und hält den Koran stets griffbereit. Dass der 29-jährige Islamist in Ägypten trotzdem unbehelligt mit Journalisten sprechen und in Talkshows seine politischen Ansichten erläutern kann, hat einen einfachen Grund: Bakkar ist Mitbegründer und Sprecher der Hizb al-Nur (Partei des Lichts), die auf Seiten der ägyptischen Übergangsregierung steht. Als einzige Gruppierung aus dem islamistischen Spektrum begrüßte die salafistische Partei den Sturz des Präsidenten Mohammed Mursi durch die Armee im Sommer 2013. Den Militärputsch, dem landesweite Massenproteste vorangingen, will Bakkar nicht als Absage an den politischen Islam verstanden wissen. Vielmehr sei dieser auf ein Versagen Mursis und dessen Muslimbruderschaft zurückzuführen: "Die Leute haben gewisse Standpunkte und Entscheidungen dieser Organisation abgelehnt. Das bedeutet nicht, dass sie sich gegen den politischen Islam als Idee gewandt haben."
Kampf um politisches Überleben
Die Allianz der Hizb al-Nur mit dem neuen Regime am Nil hat viele Beobachter überrascht. Denn in der Übergangsregierung dominieren linke und liberale Kräfte. Die ägyptischen Militärs, die im Hintergrund als eigentliche Machthaber agieren, sind seit Jahrzehnten die größten Gegenspieler der Islamisten.
Der ägyptische Politologe Adel Ramadan macht zwei Hauptgründe für das Vorgehen der Partei aus. Zum einen gehe es dieser ums politische Überleben. Dem Schicksal der Muslimbruderschaft, deren Mitglieder zu Tausenden inhaftiert wurden, wolle sie entgehen. Andererseits habe sich die Hizb al-Nur schon länger mit den Muslimbrüdern überworfen: "Die Muslimbruderschaft hat es in ihrer kurzen Regierungszeit geschafft, alle vor den Kopf zu stoßen - auch die Salafisten", so Ramadan. "Es hat den Anschein, als seien diese ein Stück weit auf Rache aus." Nach dem Sturz des langjährigen Alleinherrschers Husni Mubarak vor drei Jahren hatten die ultrakonservativen Salafisten und die als pragmatischer geltenden Muslimbrüder zunächst zusammengearbeitet. Die dominierende Muslimbruderschaft riss jedoch schnell alle wichtigen Regierungsposten an sich und drängte die Salafisten an den Rand.
Feigenblatt der Militärs
Die Armee suchte nach dem Sturz der Muslimbruderschaft ihrerseits den Schulterschluss mit den Salafisten. Die Generäle sind bemüht, das brutale Vorgehen gegen die Mursi-Anhänger nicht als Angriff auf den Islam erscheinen zu lassen, sondern als Kampf gegen eine zur Terrororganisation deklarierte Gruppe, die ihre eigenen Interessen über diejenigen des Landes stellt. Islamisten-Experte Ramadan erklärt, dass die Armee die Salafisten-Partei nach dem Sturz Mursis als eine Art islamistisches Feigenblatt benötigt habe: "Hizb al-Nur hat eine wichtige Rolle dabei gespielt, den Armeeputsch zu legitimieren. Sie hat dem Armeelager den Anschein von politischer Vielfalt gegeben".
Anders als die Muslimbruderschaft werden die Mitglieder der Partei Hizb al-Nur von den Sicherheitskräften bislang nicht belangt. Umgekehrt schweigt die Führung der Partei zu den Massakern an Mursi-Anhängern im vergangenen Sommer mit Hunderten von Toten. Allerdings fordert sie eine politische Lösung, um die Unruhen in Ägypten zu beenden.
Droht die Bedeutungslosigkeit?
Wie lange das Zweckbündnis zwischen Armee und Salafisten Bestand haben wird, ist indes ungewiss. So rief die Führung der Hizb al-Nur ihre Anhänger im Januar zwar dazu auf, für die neue Verfassung zu stimmen. Zugleich aber kritisierte sie, dass sämtliche Bezüge zum islamischen Gesetz der Scharia aus dem Grundgesetz gestrichen wurden. Ein Verfassungsartikel verbietet sogar explizit Parteien auf religiöser Grundlage - und könnte zu einem künftigen Verbot der Hizb al-Nur führen. Parteisprecher Bakkar sagt: "Wir lehnen diesen Artikel ab. Von einem juristischen Standpunkt aus halten wir es allerdings für unmöglich, dass er umgesetzt wird." Das ägyptische Volk sei hochreligiös und habe sich daran gewöhnt, dass dem Islam eine politische Rolle zufalle.
Es gibt Hinweise, dass ein großer Teil der Wählerschaft der Salafisten dem Verfassungsreferendum in Ägypten fernblieb. So fiel die Beteiligung in Provinzen mit einem hohen Bevölkerungsanteil von Salafisten besonders niedrig aus. In einer ihrer Hochburgen, der Mittelmeerstadt Marsa Matruh, gaben nur 19 Prozent der Wahlberechtigten ihre Stimme ab.
Auch innerhalb der Partei knistert es. Mehrere führende Mitglieder erklärten in den vergangenen Wochen ihren Rücktritt. Ein Teil der Basis wirft Parteichef Younis Makhyoun vor, Verrat am Islam begangen zu haben. Politologe Ramadan glaubt, dass die Partei schon bald in der Bedeutungslosigkeit verschwinden könnte: "Alle ihre Ziele, wegen der sie sich dem Putschlager anschloss, hat sie nicht verwirklichen können. Sie hat sich zum Gespött gemacht - und das wird sie weitere Anhänger kosten." Er warnt insbesondere vor den Folgen für die jüngeren Mitglieder der Hizb al-Nur: Wie ein Teil der Muslimbrüder könnten auch diese zu Gewalt greifen, sollten sie sich auf politischer Ebene nicht länger vertreten fühlen.

Anas (r) berichtet: Der Prophet (s) betrat die Moschee, als er ein Seil bemerkte, das zwischen zwei Säulen festgebunden war. Er fragte:"Was soll dieses Seil?" Man sagte ihm:"Dieses Seil ist von Zainab, die sich wenn sie beim Gebet müde wird, daran ausruht." Der Prophet (s) sagte:"Entfernt es. Ihr sollt nur solange beten, wie ihr euch wohlfühlt. Wenn ihr euch müde fühlt, sollt ihr euch ausruhen."(Bukhari und Muslim)

„Und Ich (Allāh) habe die Jinn und die Menschen nur (dazu) erschaffen, damit sie Mir (allein) dienen. " (51:56).
Ibn Kathīr (möge Allāh ihm barmherzig sein) sagte: Damit ist gemeint: „Ich habe sie nur erschaffen, damit Ich ihnen befehlen kann, Mir zu dienen, nicht weil Ich sie benötige." 'Ali ibn Abi Talhah sagte, von ibn 'Abbās berichtend: „Damit sie Mir dienen, bedeutet, dass sie ihre Dienerschaft Mir gegenüber bestätigen, willig oder unwillig." Diese Ansicht wurde von ibn Jarīr bevorzugt."
